Proposal Bump up

He suggests I bump up and as soon as I press it he tells me that the 7 days have not yet passed. So he should suggest it after the 7 days are up, otherwise what's the point? That I press it first and then it tells me it can't be done? So it's better that when he suggests it to me the 7 days have already passed... Elementary
